The corrupt officials of a small Russian town are in a panic. There is to be a surprise visit from a government inspector. Will the courthouse be cleaned of wildfowl in time? Will the unsightly sick be vacated from the hospitals? Will the bribes be big enough? Unfortunately they’ve mistaken a penniless nobody for the Inspector and he’s going to take them for everything they’ve got.
